  Short description: PHARE 2005 “Active Employment Measures for Groups Threatened by Social Exclusion” is the first project financed under the PHARE Programme within Croatian Employment Service. The overall objective of this project is to promote economic and social cohesion in order to achieve better vocational integration of the most sensitive groups in the Croatian labour market. At the same time, the labour market stakeholders’ capacity to implement active labour market policy measures in the case of persons threatened by social exclusion will be developed. It will facilitate the access to the labour market for the unemployed persons threatened by social exclusion.

  Achieved results: The following results are expected from the project: thorough evaluation of previous employment incentive measures; design of a new range of measures, which will, following the evaluation, include the old measures evaluated as efficient, and new measures; higher level of CES employees' professional qualification in the creation and implementation of the Active Labour Market Policy; higher level of employability of groups threatened by social exclusion.
